УПРАВЛІННЯ ЗАБЕЗПЕЧЕННЯМ ПІДРУЧНИКАМИ ШКІЛЬНОЇ ОСВІТИ У США ЯК СИСТЕМА
Анотація
Стаття присвячена проблемі управління забезпеченням підручниками шкільної освіти у США. У дослідженні з’ясовується сутність управління системою забезпечення підручниками шкільної освіти. Розкриваються особливості чинної системи управління у США, в якій відзеркалюється політика держави у галузі освіти. Автором використано опубліковані матеріали ЮНЕСКО, Американської асоціації освітніх досліджень, які через свої програми, конференції, семінари просували питання ефективного планування та управління процесами забезпечення підручниками закладів освіти, зниження витрат на виробництво підручників, збереження друкованих підручників, організації дистриб’юторських мереж та інші. Проаналізовано праці американських авторів, що зосереджуються на питаннях навчального книговидання, розробки підручників, їх прийняття школою як засобу навчання. На основі здійсненого аналізу з’ясовується роль навчального книговидання у розвитку системи американської освіти; розглядаються деякі механізми управління на різних рівнях (федеральному, штатному, місцевому), в тому числі економічні механізми, спрямовані на підтримку процесів підручникотворення і шкільного книговидання; визначаються учасники процесу забезпечення підручниками шкіл, їхня роль як суб’єкт-об’єктів управління; характеризуються складні взаємозв’язки, що склалися між системою освіти, її системою забезпечення підручниками та системою шкільного книговидання; розглядаються соціальні, культурні, економічні умови, які забезпечують виробництво шкільного підручника і доведення його до споживача; аналізуються фактори, що визначають зміну освітньої програми, за якою підручники складено, роль підручника на ринку, його конкуретоспроможність.
